Executive Director, Defense Security Information Exchange
Carlos P. Kizzee is the Executive Director of the Defense Security Information Exchange. In that role, Mr. Kizzee is responsible for overseeing the administrative management and operations of the Defense Security Information Exchange, an organization focused on enhancing the cyber security of Defense Industrial Base entities through industry-led mechanisms involving threat information sharing, analysis, collaboration and informed mitigation.
Before assuming the duties of his current position, Mr. Kizzee served as the Center for Internet Security’s Vice-President for Multi-Sector Initiatives where he was responsible for developing partnerships between the Center for Internet Security and its portfolio of threat intelligence/risk mitigation capabilities (including the Multi-State Information Sharing and Analysis Center) and other threat intelligence, analytical, data sharing, risk management, and operational organizations and mechanisms relevant to cyber security and critical infrastructure protection.
Prior to that, Mr. Kizzee served within the Department of Homeland Security (DHS) as the Deputy Director, Stakeholder Engagement and Cyber Infrastructure Resilience Division, and the Program Manager for a Joint Program Office implementing key operational information sharing and information sharing support program activities associated with Public-Private threat information sharing, collaboration, and automation. Mr. Kizzee also served within DHS as the Director of Strategic Cyber Initiatives for the Critical Infrastructure and Cyber Protection Branch of the National Cyber Security Division, Counsel for the National Operations Center, Senior Counsel for Infrastructure Protection, and as a Senior Attorney-Advisor for the DHS Office of General Counsel, General Law Division.
Before entering DHS, Mr. Kizzee served as Counsel for the U.S. Air Force Office of Special Investigations. Prior to 2003, he was a career Marine Corps attorney serving as a military attorney Prosecutor, Defense Counsel, Legal Assistance Counsel, and as a Federal Special Assistant United States Attorney in Arizona and in the Southern District of California. As a Marine Corps Officer, Mr. Kizzee also served as Commander of the Marine Corps’ Headquarters and Services Battalion on Okinawa, Japan. Mr. Kizzee’s final military assignment before military retirement was with the Navy Office of the General Counsel as the Marine Corps Deputy Area Counsel for the Pacific Area in Okinawa, Japan.
A graduate of the United States Naval Academy, Mr. Kizzee has a Bachelor of Science degree in Mathematics, a Juris Doctorate from the Georgetown University Law Center, and a Master of Laws from the Judge Advocate General’s School of the Army at the University of Virginia’s School of Law.
