Michael Rattigan is a Senior Member of the Engineering Staff in the CERT Cyber security Assurance Directorate of the CERT Program at the Software Engineering Institute (SEI) at Carnegie Mellon University. He is leading Cyber Resiliency Reviews of national critical infrastructure for the Department of Homeland Security and leads enterprise resiliency management appraisals for other national critical infrastructure organizations and defense contractors for the Department of Defense. Michael contributed to the development of CERT’s Resilience Management Model, a process improvement-focused maturity model for managing operational resilience. He also conducts research to improve cyber resilience management processes and contributes to the development of cyber security appraisal methodology and tools.
Prior to joining the Software Engineering Institute, Michael was a Vice President in Risk Management at U.S. Bank, and was responsible for Emergency Preparedness, Crisis Management and Business Continuity. There he developed and automated an enterprise-wide program for managing service continuity and was a senior information technology manager and strategic systems architect.
Michael is a retired United States Naval Officer with over forty years experience in leadership positions, including the U.S. Navy and financial services industry.
Michael holds a BS degree in Business from the University of North Carolina at Greensboro, and an MS degree in Information Systems from Naval Postgraduate School.
